VISION: To be recognized as a world leader among volunteer
SAR maritime safety organizations and as a key member of the USCG
International Outreach.
MISSION:
Enhance Auxiliary mission capabilities
Support USCG International Programs.
Enhance International awareness and appreciation of the Auxiliary
The Auxiliary International Affairs Directorate (N-I) will represent
the USCGAUX with G-CI and G-OCX on all matters relating to the Auxiliary's
involvement in support of the USCG International Programs.
OBJECTIVES:
Priority
1
Support USCG mission needs through development and maintenance of
a reliable interpreter corps, to include expansion as required to
support Homeland Security and Maritime Domain Awareness. Additionally,
continue to maintain the CG INTRANET and AUXWEB sites containing
the interpreter data.
Continue to execute the Caribbean Initiative (as directed by then
Commandant, ADM Loy, in August 2001) in conjunction with G-OCX,
G-CI, G-OCR, G-OCS, and the 7th CG District. The Initiative is to
foster maritime security and "Safety of Life at Sea" through
the establishment and/or strengthening volunteer SAR organizations
and capabilities in the Caribbean. Emphasis is to be placed on the
"Spanish speaking" countries in the Caribbean.
Support and expand relationship with the Canadian CG Auxiliary (CCGA)
through participation in the Canadian SARSCENE, CCGA - USCGAUX ISAR,
joint activities, sharing of information, attendance at conferences,
etc.
Participate as an active member in the International Lifeboat Federation
(ILF) along with the USCG to encourage emphasis on "Preventative
SAR" and to gain access to new ideas and concepts.
Priority 2
Fully implement the provisions of the MOU with CCGA down to USCGAUX
District and CCGA Region level.
Establish closer relationships as appropriate with the Bahamas Air-Sea
Rescue organization (BASRA), the British Virgin Islands SAR organization
(VISAR), the Sint Maartin Sea Rescue Foundation (SMSRF), and the
Citizens Rescue organization of Curacao (CITRO) through the signing
of MOUs/MOIs and attendance at meetings/conferences.
Promote "Preventative SAR initiatives" in the Caribbean
by assisting BASRA to initiate its own public boating course program
throughout the Bahamas and using this as a model for other Caribbean
countries to emulate.
In coordination with the 7th District, actively support the development
and implementation of joint operational training, exercises, and
SAR operations with VISAR and the USCG Auxiliary units in the USVI.
Actively participate in ILF meetings and conferences along with
USCG, to include the annual ILF Executive Council meetings, ILF
Regional Conference of the Americas in 2005, and the planning meetings
for the ILF Conference in 2007.
Enhance close liaison and communications with the other international
lifeboat/SAR and boating safety education organizations as appropriate
and useful, to include exchange of publications, training materials,
etc.
Expand and maintain links to other international lifeboat/SAR organizations,
as appropriate, via the AUXWEB.
In coordination with the ILF, develop a "Model Guide to Establishment
of a Volunteer CG Auxiliary" that can be used as a "How
to Guide" by countries interested in supporting their CG/Navy
with trained volunteers.

Support MOUs and MOIs signed with Philippine Coast Guard Auxiliary
(PCGA) and other nations, as appropriate.
Develop relationships as appropriate with the volunteer maritime
SAR organizations as well as the other SAR organizations in the
Caribbean Rim nations to foster the development and strengthening
of volunteer maritime SAR organizations.
Participate in the International Maritime Officers Course (IMOC)
at USCG Yorktown Training Center by making a presentation on the
USCGAUX to promote interest and understanding of the benefits of
volunteer support.
Provide basic language training for active and reserve USCG units,
upon request.

Develop relationships as appropriate with other volunteer maritime
SAR organizations in the Americas to facilitate sharing of information.
Develop a process to merchandise Auxiliary non-uniform clothing
items over the INTERNET.
Prepare and publish a directory of Lifeboat/SAR organizations, both
government and volunteer, and provide to the ILF for future maintenance
and dissemination.
Explore feasibility of developing simple SAR communications terminology
booklets or laminated cards in various languages, i.e., English/Spanish,
English/Creole, etc.
